Ukrainian President Urges European Union to Employ Frozen Russia's Assets for Ukraine's Military Support

In the midst of ongoing summit negotiations, Ukrainian President has urged European Union leaders to activate actions employing frozen Russian funds to support Ukraine's defense efforts "as soon as possible".

Immediate Action Needed

Addressing European Union delegates in Brussels on Thursday, Zelenskyy stressed the critical necessity to completely employ Russia's assets for Ukraine's protection against ongoing hostilities.

"Anyone who procrastinates this decision is not only hampering our defence but also hindering your own advancement," he stated, assuring that the country would invest significant resources in purchasing European military equipment.

EU Funding Initiative

European Union officials are actively considering initiatives to support an non-interest financial package for the country backed by Russian central bank assets, which were frozen soon after the extensive invasion.

The European Commission has proposed a substantial financial interest-free package, with potential directives to prepare thorough juridical documentation aiming to complete the initiative by the end of the year.

International Reactions

Russian authorities has described the proposal as "illegal seizure" and has sworn to take action against any individuals or states deemed to have seized Russia's assets.

Brussels authorities, which maintains substantial Russian assets at Euroclear, representing eighty-six percent of all Russian state resources within the EU, has raised concerns about the proposal.

"When you want to implement this, we will have to proceed as one," declared Bart De Wever, highlighting the necessity for safeguards that all member states would share the financial burden if Moscow attempted to retrieve its money.

About a third of Russia's government assets are maintained beyond the EU, including in the Asian nation (€28 billion), the United Kingdom (27 billion euros), the North American country (15 billion euros) and the America (€4 billion).

This decision followed parallel measures by the American government, which imposed sanctions on Russia's primary energy companies, Rosneft and Lukoil.

Despite persistent wrangling over the compensation loan, several representatives voiced optimism in achieving an agreement.

"At this summit we will take the strategic decision to guarantee the financial necessities of Ukraine from 2026 to 2027," declared a prominent European leader, characterizing the outstanding issues as "procedural matters".

The Latvian prime minister observed that an consensus on the loan would empower the Ukrainian president in any potential peace discussions.

Peace Considerations

Ukrainian leadership has minimized reports of a comprehensive peace proposal that emerged earlier, indicating it was the work of "supportive nations" seeking to counter "an initiative from Moscow".

The Ukrainian president emphasized that the Russian government has demonstrated no evidence of wanting to stop the war, citing latest strikes on civilian locations.
