UN Council Approves Trump's Gaza Proposal

A UN Security Council has supported a plan presented by Donald Trump for achieving a lasting peace in the Gaza Strip, featuring the deployment of an multinational security unit and a eventual avenue to a sovereign Palestinian state.

Unanimous Backing with Notable Absent Votes

This measure was approved by a vote of thirteen supporting, with both China and Russia choosing not to vote. Washington's diplomat Mike Waltz informed the UN assembly that it charted “a fresh direction in the Middle East for the conflicting parties and all the people of the area alike”.

Negotiated Wording on Sovereignty

Addition of references to an self-governing Palestine was the trade-off the America agreed to for support from the Arab and Islamic world, who are expected to contribute stabilisation troops for the multinational unit.

“Provisional steps that we begin today must be carried out in accordance with global standards and respecting Palestinian self-determination,” the UK chargé d’affaires declared.

Netanyahu's Opposition Remains

However, on the brink of the council decision, Israeli prime minister Benjamin Netanyahu restated his administration's strong objection to the formation of a independent Palestinian entity, creating uncertainty on whether the Israeli government will accept the enactment of the UN-mandated proposals.

Central Components of the Proposal

  • Immediate lifting of remaining curbs on humanitarian aid into Gaza
  • Formation of an international stabilisation force
  • Moves towards restoration and a possible “route to Palestinian independence and sovereignty”

Ambiguous Phrasing and Requirements

The inclusion to Palestinian statehood was a compromise addition to an first US version which excluded it. However the phrasing is ambiguous and contingent, stating only that once the PA has implemented reforms and the rebuilding of the strip is under way, “the circumstances may finally be in readiness for a credible pathway to Palestinian sovereignty and nationhood.”

International Response

The phrasing did not meet of the strong guarantee to the establishment of a sovereign Palestine beside Israel sought by Arab countries, as well as European delegates, but in statements to the chamber after the approval, representatives from those countries said they were ready to support the settlement in the service of continuing the present ceasefire and swift steps to assist and secure the millions of Palestinian residents in the strip.

“Algeria has eventually decided to endorse of this document, a resolution that we support its primary aim, namely the maintenance of the cessation of hostilities and the creation of circumstances allowing the Palestinian population to assert their immeasurable rights to sovereignty and statehood,” Amar Bendjama declared.

Execution Hurdles

The resolution gives comprehensive monitoring control to a “stabilisation committee” led by Donald Trump, but of undefined composition. This committee has to update the United Nations but it is not bound by the preferences of the UN or by the Palestinian Authority.

Furthermore, it demands the establishment of a expert Palestinian panel that is supposed to run day-to-day governance of the Gaza Strip and the distribution of aid, but it is far from clear who would be involved.

Security Force Mandate

The mission of the global force empowers it to neutralize and disband fighting factions in the strip, but it is quite ambiguous that would-be troop contributors would be willing to face such factions. None of the states has yet agreed to sending peacekeepers.

Additionally the requirements for modification of Palestinian leadership, the precondition towards progress on independence, have been hazy.

EU representatives said they deemed it necessary that the identities of the specialized group to deliver services was determined as promptly.
